When and Where is Cuboree held?

The 11th Victorian Cuboree will be held at Gilwell Park, near Gembrook. This is the largest Scout campsite in Victoria, and has been the location of all ten previous Cuborees.

Cuboree will be held from Monday 25 to Friday 29 September 2023. That's five days and four nights of adventure!

Cubs and Leaders will arrive by buses during Monday, participate in three full days of activities on the Tuesday, Wednesday and Thursday, then head home by bus on the Friday.

30 June 2023 – All Cub applications are submitted. Cutoff on 1 July 2023

19 August 2023 - Orientation Day 1 ("O-Day") at Gilwell Park

26 August 2033 - Orientation Day 2 ("O-Day") at Wallan Scout Hall.

How much does it cost?

Cub Scouts: $400

Others: $200 (Venturers, Rovers, Leaders, adults)

Who can attend?

  1. Cub Scouts
    • Must be registered members of Scouts Victoria and invested in the Cub Scout section
    • Must be a Cub Scout at the time of the event
    • It is highly recommended that they have achieved Stage 2 Outdoor Adventure Skills (OAS) Camping by the commencement of the Cuboree.
    • Must be considered by their parents/guardians and Cub Scout Leader to be of both sufficient maturity and good behaviour to successfully participate in Cuboree
    • Must agree to comply with all Government requirements, directions, orders and regulations relevant to attending Cuboree including vaccinations which may be in place at the time of the event
  2. Venturer Scouts
    • Must be registered members of Scouts Victoria and member of Venturer Scout section
    • Must have approval from the Unit Council
    • Must have consent from their parents/guardian
    • Must be considered by their parents/guardians and Unit Council to be of both sufficient maturity and good behaviour to successfully participate in Cuboree.
    • Must understand and agree to the DADS Venturer Scout policy
    • Must agree to comply with all Government requirements, directions, orders and regulations relevant to attending Cuboree including vaccinations which may be in place at the time of the event
    • If the Venturer Scout is 18 years old at any time during attendance at Cuboree, they must meet 18-year-old Venturer Scout requirements:
      • Hold a Victorian Working With Children Check (with proof of this on their Extranet record).
      • Have completed compulsory e-Learning modules (BCORE - Child Safe & WHS)
      • Signed and abide by the Adult Code of Conduct and Code of Ethics
      • Have approval of their Unit Council and Group Leader
      • Acknowledge that if attending as an 18-year-old Venturer Scout, they are subject to the same rules and obligations as youth and are not entitled to participate in conduct limited to persons 18 years or older.
    • Must have completed Program Essentials Introduction to Section for Venturer Scouts, as well as Outdoor Adventure Skills Stage 3 in each of Bushcraft, Bushwalking, and Camping
  3. Rover Scouts
    • Must be registered members of Scouts Victoria and a member of a Rover Scout Unit for the duration of the Cuboree
    • Must be not older than 26 years, at 25 August 2023.
    • Must have completed:
      • Program Essentials Introduction to Section for Rover Scouts, as well as Outdoor Adventure Skills Stage 3 in each of Bushcraft, Bushwalking, and Camping
    • Be recommended by their Unit Council as being of excellent character, a good role model to younger Youth Members, and have the skills and abilities to undertake the activity (or other tasks) nominated on the application form.
    • Be ready to cope with the physical & psychological requirements of the event.
    • Must agree to comply with all Government requirements, directions, orders and regulations relevant to attending Cuboree including vaccinations which may be in place at the time of the event
  4. Line Leaders
    • Hold a Certificate of Adult Leadership-Section, or a Certificate of Adult Appointment in the Cub Scout Section as at 25 August 2023, or have a recommendation from the DLCS/CSC-Region.
    • Be ready to cope with the physical & psychological requirements of the event.
    • Must agree to comply with all Government requirements, directions, orders and regulations relevant to attending Cuboree including vaccinations which may be in place at the time of the event
  5. Unit Akelas
    • Must hold a Certificate of Adult Leadership-Section and an active (primary or Secondary) role in the Cub Scout Section as at 25 August 2023
    • Must have previously attended a Cuboree as a Line Leader or Unit Akela
    • Must have previously been the Leader in Charge of a Cub Scout camp
    • Be ready to cope with the physical & psychological requirements of the event.
    • Must agree to comply with all Government requirements, directions, orders and regulations relevant to attending Cuboree including vaccinations which may be in place at the time of the event
  6. Service Leaders and other Adult Supporters
    • Must hold a Certificate of Adult Membership or Certificate of Adult Leadership at 25 August 2023
    • Be ready to cope with the physical & psychological requirements of the event.
    • Must agree to comply with all Government requirements, directions, orders and regulations relevant to attending Cuboree including vaccinations which may be in place at the time of the event
  7. All adults (including 18 year old Venturer Scouts and Rover Scouts)
    All adults applying to attend a major event must, prior to attendance;
    • Hold a Victorian Working With Children Check (with proof of this on their Extranet record) as at 25 August 2023.
    • Must have completed before 25 August 2023 and within 3 years of 29 September 2023, the WHS Scouting and the Child Safe Scouting eLearning modules.
    • Abide by the Adult Code of Conduct and Code of Ethics.
    • Must agree to comply with all Government directions, orders and regulations relevant to attending Cuboree including vaccinations which may be in place at the time of the event
  8. All applicants
    • The applicant's Group Leader, LIC or responsible Commissioner must "Accept" the applicant as a suitable member of the event.
    • Acceptance of the online application will be confirmation of compliance with the requirements in sections 1 to 4.
    • The Event Council reserves the right to refuse any application, in which case a full refund will be made.

How do I apply to attend Cuboree?

There are three steps to applying and being approved to attend Cuboree.

1. Generate a PIN. Click on the "Get Your PIN" button on this page (under the Cuboree logo), or click here. This will take you to a webpage where you will enter your contact details. This is matched to your membership record with Scouts Victoria. If a match is found, an email will be sent to the primary contact listed in the membership record. The email will contain your PIN, membership number and a link to login to create your application form.

2. Complete and Submit your Application. Use the link in the email from step 1, or click on the "Apply to Attend" button on this page, or click here. Enter all details for the application, upload an appropriate photo, then submit for approval.

3. The Group Leader / Leader in Charge will review and approve the application. Once approved, you will be sent an invoice for payment of the event fees.

The PIN details are emailed to the email address registered with Scouts Victoria. Email addresses can easily be changed by contacting either your Group Leader or Membership Support. Unfortunately, the Cuboree Admin team cannot change the email address on file for you. 

What photo ID is acceptable for the application?

You will need to upload a photo of the applicant before your application will be approved by your Group Leader. The photo may be used for identification purposes at Cuboree by welfare or medical teams. A photo taken on a smartphone or camera is fine but must be a head-and-shoulders shot of the person looking directly at the camera.

At previous events, we have had to reject photos and contact applicants to get a better image. Problem photos have included group photos, youth in dress-ups, face-paint or costumes, and photos that are too far away. You can help us out by ensuring the photo is appropriate.

I registered, but I haven't received an invoice, did I do everything correctly?

Once you have registered, your Group Leader needs to log in and accept the application. Once this is done you will be emailed the invoice. If you haven't received your invoice, please speak to your Group Leader!

My child requires a carer, how do they register?

  1. Please discuss with your Cub Scout Leader or Group Leader this requirement, so they are aware of your circumstances.
  2. Two Cuboree applications are required:
  • One for the Cub
  • One for the adult carer
  1. When registering your Cub, be sure to tick that a carer will be attending and include the name of the carer.
  2. The carer must be registered with Scouts Victoria, hold a Working With Children Check and have completed the Child Safe Scouting eLearning Module. Your Group Leader will assist with this. Once the carer has their registration number, they can apply online.
  3. The carer will need to complete a separate Cuboree online application. They should apply as soon as possible after submission of the Cub’s application.
  4. When completing the carer’s application, under Work Preferences “Have you already accepted a service or activity leader role?” click on the “Yes” button. New entry fields will display.
  5. Select “Other: Specify” for the role type.
  6. In the “Details of Other” text box, enter “Carer for [youth name]”.

IMPORTANT NOTE: Carers must be registered with Scouts Victoria, and completed their separate application, before the cut-off date for adults of 31 July 2023.

Can Parents come?

Parent helpers are more than welcome, provided they have approval from their Group Leader.  It is expected that parents attending are doing so to assist their Unit with catering or helping at Cuboree with activities, and as such will be assigned a role during Cuboree. Parent helpers must be registered with Scouts Victoria, hold a Working With Children Check and have completed the Child Safe Scouting eLearning Module. Once they have their registration number, they can apply online. Their application must be submitted by the closing date of 31 July 2023.

I need to use a CPAP machine at night, how can I do this?

Gilwell Park is in a bush setting, which means mains power is not available at the camping sites. You will need to bring a battery powered CPAP unit. There are facilities available at each subcamp for you to charge your battery during the day.

My Cub will be 12 years old before Cuboree starts, can they still come?

Cuboree is open to all current, Registered Cub Scouts born on or after 25th September 2011. We maintain the upper age for Cuboree as most older Cub Scouts will benefit more from the challenges offered by linking to the Scout section. Requests for over-age applications are considered on a case-by-case basis and approval would only be granted for exceptional circumstances.

I am a GL / LIC, how do I Accept applications?

You will need to log in using the “GL/LIC Login” button on this page under the Cuboree logo (or click here). Use your Extranet username and password as your credentials.
You accept applications the same way you have done for previous Kangarees, Cuborees and Jamborees. – For more information, here is a pdf document with step by step instructions to help you through the process.
It is your role to ensure that the youth or adult attending is capable of attending and participating in Cuboree, with the necessary support in place. You may wish to check with your Cub Leaders prior to accepting the application.

I need to park at Cuboree. What do I need to do?

There is very limited car parking at Cuboree, due to the bush setting at Gilwell Park. It is not intended that independent travellers can drive and park at the event; the majority of attendees will be travelling by bus.

If you need to park your car at Cuboree for some or all of the event, you will need to request a permit. This must be done well in advance of the event, parking applications will close on September 15 2023 at 5pm.

There are four categories:

Short Term – Part Time & Day Visitors

Long Term with access – Staying for the duration of Cuboree but can drive out if needed.

Long Term – Staying for the duration of Cuboree but your car will not be accessible until the event is finished on Friday evening.

Disabled Parking – must hold a current Accessible Parking Permit.
