The 12th Victorian Cuboree will be held at Gilwell Park, near Gembrook. This is the largest Scout campsite in Victoria, and has been the location of all eleven previous Cuborees.

Cuboree will be held from Monday 28 September to Friday 2 October 2026. That's five days and four nights of adventure!

Cubs and Leaders will arrive by buses during Monday, participate in three full days of activities on the Tuesday, Wednesday and Thursday, then head home by bus on the Friday.

1. Cub Scouts
• Must be registered members of Scouts Victoria
• Must be a Cub Scout at the time of the event
• Must be under 12 years of age as at 28 September 2026
• It is highly recommended that they have achieved Stage 2 Outdoor Adventure Skills (OAS) Camping by the commencement of the Cuboree.
• Must be considered by their parents/guardians and Cub Scout Leader to be of both sufficient maturity and good behaviour to successfully participate in Cuboree
• Must agree to comply with all Government requirements, directions, orders and regulations relevant to attending Cuboree including vaccinations which may be in place at the time of the event
2. Venturer Scouts
   • Hold a Victorian Working With Children Check (with proof of this on their Extranet record) if attending as an 18-year-old Venturer Scout.
   • Have completed compulsory e-Learning modules (BCORE - Child Safe, WHS, & Adult Code of Conduct)
   • Signed and abide by the Adult Code of Conduct and Code of Ethics
   • Have approval of their Unit Council and Group Leader
   • Acknowledge that if attending as an 18-year-old Venturer Scout, they are subject to the same rules and obligations as youth and are not entitled to participate in conduct limited to persons 18 years or older.
• Must be registered members of Scouts Victoria and member of Venturer Scout section
• Must have approval from the Unit Council
• Must have consent from their parents/guardian
• Must be considered by their parents/guardians and Unit Council to be of both sufficient maturity and good behaviour to successfully participate in Cuboree.
• Must understand and agree to the DADS Venturer Scout policy and Venturer Code for this event
• Must agree to comply with all Government requirements, directions, orders and regulations relevant to attending Cuboree including vaccinations which may be in place at the time of the event
• If the Venturer Scout is 18 years old at any time during attendance at Cuboree, they must meet 18-year-old Venturer Scout requirements:
• Must have completed Program Essentials Introduction to Section for Venturer Scouts, as well as Outdoor Adventure Skills Stage 3 in each of Bushcraft, Bushwalking, and Camping
3. Rover Scouts
   • Program Essentials Introduction to Section for Rover Scouts, as well as Outdoor Adventure Skills Stage 3 in each of Bushcraft, Bushwalking, and Camping
• Must be registered members of Scouts Victoria and a member of a Rover Scout Unit for the duration of the Cuboree
• Must be younger than 26 years, at 02 October 2026.
• Must have completed all compulsory e-Learning modules (BCORE – Child Safe, WHS, & Adult Code of Conduct)
• Be recommended by their Unit Council as being of excellent character, a good role model to younger Youth Members, and have the skills and abilities to undertake the activity (or other tasks) nominated on the application form.
• Have an understanding of, and willingness to meet the physical & emotional requirements of the event
• Must agree to comply with all Government requirements, directions, orders and regulations relevant to attending Cuboree including vaccinations which may be in place at the time of the event
4. Line Leaders
• Hold a Certificate of Adult Leadership as at 21 September 2026
• Must have completed all compulsory e-Learning modules (BCORE – Child Safe, WHS, & Adult Code of Conduct)
• Must have an understanding of, and willingness to meet the physical & emotional requirements of the event
• Must agree to comply with all Government requirements, directions, orders and regulations relevant to attending Cuboree including vaccinations which may be in place at the time of the event
5. Unit Akelas
• Must hold a Certificate of Adult Leadership and an active (primary or secondary) role in the Cub Scout Section as at 21 September 2026, or be recommended by their District Leader Cub Scouts/Cub Scout Commissioner-Region
• Must have completed all compulsory e-Learning modules (BCORE – Child Safe, WHS, & Adult Code of Conduct)
• Must have previously attended a Cuboree as a Line Leader or Unit Akela
• Must have previously been the Leader in Charge of a Cub Scout camp
• Must have an understanding of, and willingness to meet the physical & emotional requirements of the event
• Must agree to comply with all Government requirements, directions, orders and regulations relevant to attending Cuboree including vaccinations which may be in place at the time of the event
6. Adult Service Leaders
• Must hold a Certificate of Adult Membership or Certificate of Adult Leadership at 21 September 2026
• Must have completed all compulsory e-Learning modules (BCORE – Child Safe, WHS, & Adult Code of Conduct)
• Must have an understanding of, and willingness to meet the physical & emotional requirements of the event
• Must agree to comply with all Government requirements, directions, orders and regulations relevant to attending Cuboree including vaccinations which may be in place at the time of the event
7. All adults (including 18 year old Venturer Scouts and Rover Scouts)
• Hold a Victorian Working With Children Check (with proof of this on their Extranet record) as at 21 September 2026.
• Must have completed a Nationally Coordinated Criminal History Check (with proof of this on their Extranet record) as at 21 September 2026.
• Must have completed all compulsory e-Learning modules (BCORE – Child Safe, WHS, & Adult Code of Conduct)
• Abide by the Adult Code of Conduct and Code of Ethics.
• Must agree to comply with all Government directions, orders and regulations relevant to attending Cuboree including vaccinations which may be in place at the time of the event
8. All applicants
• The applicant's Group Leader, LIC or responsible Commissioner must "Accept" the applicant as a suitable member to attend the event.
• Acceptance of the online application will be confirmation of compliance with the requirements outlined in these Terms and Conditions.
• The Event Council reserves the right to refuse any application, in which case a full refund will be made.

Important note for parents assisting at Cuboree:

Non-leader adults attending Cuboree must be registered as a "Group Supporter", not as a "Contributor". This will require the Group Leader moving them to this role, with the requisite reference checks, criminal checks and mandatory online training (as per item 7 above).

No new applications are being accepted.

You will need to upload a photo of the applicant before your application will be approved by your Group Leader. The photo may be used for identification purposes at Cuboree by welfare or medical teams. A photo taken on a smartphone or camera is fine but must be a head-and-shoulders shot of the person looking directly at the camera, in a passport or school photo style.

At previous events, we have had to reject photos and contact applicants to get a better image. Problem photos have included group photos, youth in dress-ups, face-paint or costumes, and photos that are too far away. You can help us out by ensuring the photo is appropriate.

Once you have registered, your Group Leader needs to log in and accept the application. Once this is done you will be emailed the invoice. If you haven't received your invoice, please speak to your Group Leader!

NOTE: All applications for Cuboree 2026 have now closed. No new applications will be accepted.

1. Please discuss with your Cub Scout Leader or Group Leader this requirement, so they are aware of your circumstances.

2. Two Cuboree applications are required:

• One for the Cub
• One for the adult care

3. When registering your Cub, be sure to tick that a carer will be attending and include the name of the carer.

4. The carer must be registered with Scouts Victoria, hold a Working With Children Check and have completed the Child Safe Scouting eLearning Module. Your Group Leader will assist with this. Once the carer has their registration number, they can apply online.

5. The carer will need to complete a separate Cuboree online application. They should apply as soon as possible after submission of the Cub’s application.

6. When completing the carer’s application, under Work Preferences “Have you already accepted a service or activity leader role?” click on the “Yes” button. New entry fields will display.

7. Select “Other: Specify” for the role type.

8. In the “Details of Other” text box, enter “Carer for [youth name]”.

IMPORTANT NOTE: Carers must be registered with Scouts Victoria, and completed their separate application, before the cut-off date for adults of 30 June 2026.

Parent helpers are more than welcome, provided they have approval from their Group Leader.  It is expected that parents attending are doing so to assist their Unit with catering or helping at Cuboree with activities, and as such will be assigned a role for Cuboree. Parent helpers must be registered with Scouts Victoria as an Adult Supporter (which includes holding a Working With Children Check, having a National Police check, and checking of references) and have completed On-Demand online training in Child Safe Scouting, Workplace Safety and the Scouts Australia Code of Conduct. Once they have their registration number, they can apply online.

The process to become an Adult Supporter can take several weeks, so ensure this is done well before the adult applications cutoff date of 30 June 2026.

Gilwell Park is in a bush setting, which means mains power is not available at the camping sites. You will need to bring a battery powered CPAP unit. There are facilities available at each subcamp for you to charge your battery during the day.

Cuboree is open to all current, registered Cub Scouts born on or after 28 September 2014. We maintain the upper age for Cuboree as most older Cub Scouts will benefit more from the challenges offered by linking to the Scout section. Requests for over-age applications are considered on a case-by-case basis and approval would only be granted for exceptional circumstances.

You accept applications the same way you have done for previous Kangarees, Cuborees and Jamborees. – For more information, here is a pdf document with step by step instructions to help you through the process.
It is your role to ensure that the youth or adult applying is capable of attending and participating in Cuboree, with the necessary support in place. You may wish to check with your Cub Leaders prior to accepting the application.

There is very limited car parking at Cuboree, due to the bush setting at Gilwell Park. It is not intended that independent travellers can drive and park at the event; the majority of attendees will be travelling by bus.

If you need to park your car at Cuboree for some or all of the event, you will need to request a permit. This process will be made available closer to the event.

It is important that a ScoutHealth record is recorded for every person attending Cuboree. The ScoutHealth system is being rolled out to all members in 2026 so it can be used at Cuboree by the Health team.

Parents of Cubs will have received an email from Scouts Victoria asking them to complete a record for their child. All other non-Cub attendees will have been asked to complete the same record for themselves.

This information is vital for health and safety records; it is a requirement that it be completed as soon as possible, well in advance of the event starting.

As medical and dietary requirements may change, make sure to log in to ScoutHealth and change the profile record so it is up-to-date.

As a Unit Leader when will I get access to my Unit's information in ScoutHealth?
Scouts Victoria will give you access to your Unit in the coming weeks. Right now the Scouts Victoria team are completing final testing of the system to make sure it's ready. There's nothing you need to set up in the meantime. They'll be in touch directly with your login details and a quick guide on what you'll see.

As a Unit Leader what should I be doing right now?
The most useful thing is to help make sure your Unit members' details are in ScoutHealth.  The ScoutHealth team are already working with families and Group Leaders to get everyone linked and their profiles completed. The more members who are done early, the smoother things will be as we get closer to Cuboree.

What information does ScoutHealth hold?
ScoutHealth holds health and medical information for your members. It's replacing Operoo, so once your Unit is live you'll find your members' health and medical details in the one place.

I'm running a pre-Cuboree camp before I have access. What do I use?
For now, please keep using PIR forms for any pre-Cuboree camps. Once your Unit access is live in ScoutHealth, you’ll get notification explaining what changes for you.

Who do I contact if a family needs help with their account?
Families can reach out to their Group Leader or the support team at support@scouthealth.com.au for anything to do with logging in or completing a profile. You're welcome to point them there directly.
