Scouts attend a State Reception in 1998 at the Great Hall of Victoria’s Parliament House, where the Premier introduces Dr. Jacques Moreillon, the Secretary General of the World Organisation of the Scouting Movement, who then gives a speech on the importance of the Scouting Movement.
